Goodlander Leads Bill to Crack Down on Corporate Monopolies Artificially Inflating Rents


**While serving in the United States Department of Justice, Goodlander took on RealPage for their price gouging and anticompetitive practices**

Concord, N.H. — As powerful companies are using algorithms to jack up rents and squeeze hardworking people, Congresswoman Maggie Goodlander is leading the End Rent Fixing Act, legislation to prohibit digital price fixing by landlords. The Council of Economic Advisors found that in 2023, rent fixing cost renters at least $3.8 billion. Increased rents push more people into homelessness, which reached record levels in 2024. Rent fixing does not give renters more amenities or a better deal: it only makes rent more expensive to line the pockets of landlords and companies like RealPage and Yardi. The End Rent Fixing Act will strengthen all these efforts by setting a federal floor of protection against this collusive activity and making lawsuits against rent fixers easier to win. 

“I served for years as an Assistant Attorney General at the U.S. Department of Justice, where I took on the corporate monopolies that are artificially jacking up rents. Since day one on this job, I have been continuing this fight in Congress,” said Congresswoman Goodlander. “Having a home is a cornerstone of the American dream. That’s why I’m taking on price-fixing in housing and leading the End Rent Fixing Act to stop corporate landlords from using algorithms to artificially inflate rents. Housing is a necessity, not a tool for market manipulation.”

The End Rent Fixing Act restores real competition, strengthens protections for renters, and makes it easier to hold bad actors accountable under our antitrust laws by:

  • Making it unlawful for rental property owners to contract for the services of a company that coordinates rental housing prices and supply information, and designating such arrangements a per se violation of U.S. antitrust law.
  • Prohibiting the practice of coordinating price, supply, and other rental housing information among two or more rental property owners.
  • Allowing individual plaintiffs to invalidate any pre-dispute arbitration agreement or pre-dispute joint action waiver that would prevent them from bringing a suit.

Senator Jeanne Shaheen is cosponsoring this legislation in the Senate. 

Congresswoman Goodlander is a fierce advocate for addressing the housing crisis in New Hampshire. She helped introduce the Affordable Housing Credit Improvement Act, bipartisan legislation to support the financing and development of affordable housing across the country by expanding and strengthening the Low-Income Housing Tax Credit. She also helped introduce the Supporting Upgraded Property Projects and Lending for Yards (SUPPLY) Act, bipartisan legislation to address the national housing shortage by expanding access to financing for Accessory Dwelling Units (ADUs), also known as backyard cottages, granny flats, or in-law suites.
