Goodlander Backs Bill to Stop Trump Administration from Wasting Taxpayer Dollars


**This legislation comes after the Trump Administration confirmed plans to destroy a stockpile of family planning products — including IUDs, implants, and pills — worth $9.7 million last year**

Washington, D.C. – Today, Congresswoman Maggie Goodlander joined her colleagues in introducing the Strengthening Uniform Procedures to Prevent Loss, Incineration, and Expiration of Supplies (SUPPLIES) Act, legislation to protect taxpayer dollars and crack down on waste, fraud, and abuse in foreign assistance. The SUPPLIES Act requires the State Department to establish guidance on handling unused supplies at the end of a contract to ensure that aid is not diverted, destroyed, or allowed to expire.

“America has been a beacon of hope around the world for generations — from fighting disease to feeding hungry children and from responding to earthquakes to supporting democratic institutions,” said Congresswoman Maggie Goodlander. “Our legislation will protect taxpayer dollars from being burned in bureaucratic upheaval, reaffirm Congress’s power of the purse, and crack down on waste, fraud, and abuse.”

The SUPPLIES Act would: 

  • Reassert Congress’s constitutional authority over foreign assistance programs established under the Foreign Assistance Act of 1961 and subsequent law.
  • Prohibit the unilateral dismantling or de-funding of statutory foreign aid agencies and programs without explicit legislative approval.
  • Require transparency and reporting to Congress on any major operational changes proposed for U.S. foreign aid delivery.
  • Safeguard funding for core humanitarian and development efforts that provide essential services like nutrition, basic health care, water and sanitation, disaster response, and economic growth initiatives.

This legislation is led by House Foreign Affairs Vice Ranking Member Gabe Amo (D-RI).

Background: In February 2025, after President Trump began to illegally dismantle USAID and shut down USAID’s website, the guidance on what to do with leftover foreign aid was also deleted. One year later, the State Department still has not created guidance for how to protect leftover supplies, and its foreign aid freeze had already led to the destruction and waste of over 500 tons of emergency food and millions of dollars of contraceptives. The SUPPLIES Act would create guidance to ensure that foreign aid supplies and commodities left over at the end of a contract are not destroyed but used in other areas of high need.
