House Passes Goodlander-Backed Legislation to Support Small Businesses, Deliver for Hardworking Granite Staters


Washington, D.C. – This week, the House of Representatives passed six pieces of bipartisan legislation cosponsored by Congresswoman Maggie Goodlander, a member of the House Committee on Small Business, to support New Hampshire small businesses and deliver for hardworking Granite Staters. These bills now go to the Senate for consideration.

From our innovative life science companies to our retailers on Main Streets from Nashua to Colebrook, New Hampshire’s small businesses are truly leading the world,” said Congresswoman Goodlander. “I’m proud to be fighting for New Hampshire’s small businesses and employees in Congress and to deliver commonsense, bipartisan legislation to help empower and support them.”

This week, the House passed six bipartisan bills cosponsored by Congresswoman Goodlander to support small businesses, including: 

  • H.R. 1642Connecting Small Businesses with Career and Technical Education Graduates Act of 2025: This legislation will help connect graduates from career and technical education (CTE) programs with small business owners looking to hire workers with related skills. Specifically, the bill directs Small Business Development Centers (SBDCs) and Women’s Business Centers (WBCs) to offer educational information to small businesses about the benefits and process of hiring CTE graduates and help small businesses find programs relevant to their industry. 
  • H.R. 789Transparency and Predictability in Small Business Opportunities Act: This legislation requires the SBA to be transparent about why federal contracts that were eligible for small businesses to bid on were awarded or cancelled, and for the SBA to help small businesses that prepared a bid for such contracts to find similar opportunities. 
  • H.R. 787Plain Language in Contracting Act: This legislation requires that notices of federal contracting opportunities for small businesses be written in clear, concise language and be widely accessible. 
  • H.R. 1634ThinkDIFFERENTLY About Disability Employment Act: This legislation will help people with disabilities participate in our economy by requiring the SBA to provide support for people with disabilities who want to start their own business or work at a small business and help small businesses with hiring people with accessibility needs.
  • H.R. 1621Entrepreneurs with Disabilities Reporting Act of 2025: This legislation requires the SBA to review and publish a report on the challenges that small business owners with a disability face, including recommendations for legislative actions to address those challenges.
  • H.R. 1816WOSB Accountability Act: This legislation closes a loophole in the SBA’s Women-Owned Small Business (WOSB) Contracting Program – which was designed to help the government recruit women-owned small businesses and economically disadvantaged women-owned small businesses for federal contracts – to ensure only certified businesses with the appropriate credentials benefit from funding and benefits created for WOSB. 

Congresswoman Goodlander has dedicated her life to serving New Hampshire and our country and is fighting every day to ensure every Granite Stater gets a fair deal. Before taking the oath of office to represent New Hampshire in the People’s House, she served as a Deputy Assistant Attorney General in the United States Department of Justice, where she took on the corporate monopolies hurting New Hampshire’s small businesses and held them accountable for jacking up prices and making life harder for hardworking Granite Staters. Earlier this year, the House passed a slate of seven bipartisan small business bills to empower small businesses, including the Small Business Advocacy Improvements Act, co-led by Goodlander.
