The Nashua Telegraph: Expansion of Windham solar power stalled by loss of energy credits

WINDHAM – Given the ongoing success of the Nesmith Solar System, the Windham Local Energy Committee is looking to have solar arrays installed on the Police and Fire stations — provided there is sufficient funding.

During the committee’s Aug. 19 meeting with Congresswoman Maggie Goodlander (D-NH), member Patrick Manzo said that in 2022, 257 solar panels were installed atop the Nesmith Library. Since then, the array has saved the town $9,300. Renewable energy credits have also contributed a savings of $3,000. The array is expected to save Windham $193,000 during the next 25 years.

“For us, it’s been a worthwhile venture,” said Manzo.

However, the two new projects have not been able to move forward as a result of a reduction in federal renewable energy tax credits.

“We’re really shut down in terms of considering real expansion,” said committee Chairman Mark Kovacs.

He said each project is estimated to cost $300,000, making them extremely challenging to finance without energy credits.

“Without those incentives, we’re dead in the water,” said Kovacs.

Daniel Weeks, vice president of Business Development at ReVision Energy, said energy credits were targeted during the crafting of H.R. 1, also known as the Big Beautiful Bill, which President Donald Trump signed into law on July 4.

“It’s a really uncertain time,” said Weeks, adding that jobs in the energy sector will be dramatically reduced as well. “More than 700,000 U.S. jobs will be lost.”

Looking ahead, he said energy rates are projected to climb by 74 percent during the next 10 years. In addition, Weeks said solar projects that do not begin before the end of the year will be subjected to a new and more complex set of regulations from the Federal Energy Regulatory Commission.

In response, Goodlander lauded the committee for its success with the Nesmith Solar System and desire to install more solar arrays. She also said she was “stunned” when she learned about the devastating impact that H.R. 1 would have on energy credits.

“The story you’re telling is a no-brainer for the town of Windham,” said Goodlander. “Keep closely documenting the savings.”
