Goodlander Cosponsors Bipartisan Solution to Housing Crisis

Concord, N.H.  – Congresswoman Maggie Goodlander, an outspoken advocate for addressing our housing crisis, is cosponsoring H.R. 3459, the Empty Lots to Housing Act, bipartisan legislation to cut red tape and help local communities develop more affordable housing.

Specifically, the Empty Lots to Housing Act would cut the bureaucratic red tape that has prevented local communities from developing housing on land previously acquired with funds from the Federal Highway Administration (FHWA) that is no longer needed for its original purpose. In 2021, the Federal Transit Administration was granted this authority, and this legislation seeks to provide the FHWA with parallel authority.

“Housing costs are crushing hardworking Granite Staters and standing in the way of the American Dream. In Congress, I’m doing everything I can to find creative solutions and cut bureaucratic red tape that is standing in the way of progress,” said Congresswoman Goodlander. “I’m proud to help lead this bipartisan legislation to do just that and give local leaders more flexibility on where and how to build homes Granite Staters can afford.”

“Across New Hampshire, families, seniors, and the workers our communities rely on are being priced out because there simply aren’t enough homes people can afford. We need every tool available to add attainable housing options, and the Empty Lots to Housing Act is a common-sense step forward,” said Nick Taylor, Director at Housing Action NH. “We applaud Congresswoman Goodlander’s leadership in pushing forward solutions that make it possible for more Granite Staters to live, work, and thrive in the communities they call home.”

The Empty Lots to Housing Act would:

  • Enable state and local governments to transfer underutilized properties that were purchased with FHWA funds to nonprofits or other qualified organizations to build housing near public transit.
  • Require at least 40 percent of the housing units to be set aside for those earning up to 60 percent of the area median income, of which at least 20 percent would be reserved for very-low income families earning up to 30 percent of the area median income.

Congresswoman Goodlander is a fierce advocate for addressing the housing crisis in New Hampshire. She helped introduce the Affordable Housing Credit Improvement Act, bipartisan legislation to support the financing and development of affordable housing across the country by expanding and strengthening the Low-Income Housing Tax Credit. She also helped introduce the Supporting Upgraded Property Projects and Lending for Yards (SUPPLY) Act, bipartisan legislation to address the national housing shortage by expanding access to financing for Accessory Dwelling Units (ADUs), also known as backyard cottages, granny flats, or in-law suites.
