Concord, N.H. – Today, Congresswoman Maggie Goodlander – a former intelligence officer in the United States Navy Reserve for over a decade, a member of the House Armed Services Committee, and a founding member of the National Security Task Force – announced her support for a slate of bipartisan bills to protect America’s national security interests when foreign companies or entities seek to purchase critical land in the United States. Congresswoman Goodlander has been closely monitoring the purchase of a large commercial property in Nashua by a subsidiary of Nongfu Spring, the largest bottled water producer in China, and the potential national security and public safety concerns it raises.
Earlier this month, Goodlander sent a letter to Treasury Secretary Scott Bessent in his capacity as Chairperson of the Committee on Foreign Investment in the United States (“CFIUS”) calling for a retroactive review of this $67 million purchase. Read her full letter here.
“Anytime we see a major acquisition of important real estate by a foreign adversary or competitor near sensitive American facilities, whether it be farm land, water infrastructure, or land near our military installations, we must investigate that thoroughly to understand if there is a threat posed to our communities, our economy, or our military,” said Congresswoman Goodlander. “That’s what I’m working on in Congress and as a member of the House Armed Services Committee.”
Congresswoman Goodlander is supporting legislation to fully investigate and address the threats posed by foreign investments, namely made by China, to our country:
- She is cosponsoring the Protecting America’s Agricultural Land from Foreign Harm Act, bipartisan legislation to prohibit the purchase or lease of U.S. agricultural land by individuals associated with the governments of China and other foreign adversaries.
- She is cosponsoring the FARMLAND Act of 2025, bipartisan legislation to expand CFIUS review to include land transactions over $5 million or 320 acres of land.
- She is cosponsoring the Protecting American Agriculture from Foreign Adversaries Act of 2025, which requires CFIUS to determine whether a national security review is necessary for agricultural land transactions involving transactions with foreign persons from a foreign adversary country.
- She is cosponsoring the FARM Act, bipartisan legislation that requires CFIUS to review any investment that could result in foreign control of any U.S. agricultural business.
- She voted for the bipartisan Agricultural Risk Review Act, which passed the House earlier this year, to permanently add the Secretary of Agriculture to the Committee on Foreign Investment in the United States (CFIUS) for agriculture transactions.
Congresswoman Goodlander has dedicated her life to serving our state and our country. Earlier this year, during a House Armed Services Committee hearing, Goodlander pressed Secretary of Defense Pete Hegseth on ensuring that American AI dominance would not be on the table in any trade talks. Goodlander helped secure critical wins for New Hampshire and our national security in the House-passed NDAA. The bill, which Goodlander helped pass out of committee, prohibits the Department of Defense from entering into contracts with on-base retailers owned or controlled by foreign adversaries. Goodlander has also been pushing the Administration to be tougher on China.
