Goodlander Secures Dozens of Critical Wins for New Hampshire in National Defense Authorization Act


Concord, N.H. – Congresswoman Maggie Goodlander, a member of the House Armed Services Committee, secured dozens of key provisions to benefit New Hampshire in the FY 2026 National Defense Authorization Act (NDAA), legislation to set policy and recommended funding levels for the Department of Defense. Goodlander championed measures to deliver for our servicemembers and military families, cut down on waste, fraud, and abuse at the Pentagon, and invest in the next generation of defense systems.

Goodlander helped secure critical wins and priorities for New Hampshire in the NDAA, including: 

  • Delivering for our servicemembers and military families.
    • Support the dedicated workforce at Portsmouth Naval Shipyard who play a critical role in our nation’s security by helping to end the Trump Administration’s hiring freeze that’s leaving the shipyard understaffed and risking their essential work.
    • Help the New Hampshire National Guard recruit and retain qualified officers by removing red tape that keeps officers from transferring their status. This will help strengthen our National Guard and the safety of our state. 
    • Lower costs for our servicemembers and military families by supporting innovative solutions to the childcare and housing crises to ensure every family can access the American Dream and thrive.

  • Cracking down on waste, fraud, and abuse at the Pentagon.
    • Congresswoman Goodlander championed a bipartisan amendment with Congressman Pat Harrigan (R-NC) that was included in the House-passed legislation to guarantee the United States Armed Forces’ right to repair its own equipment, a key step in cutting down on wasted money and time.
  • Goodlander has been an outspoken advocate for the need for our Armed Forces to have the right to repair their own equipment. At every opportunity in the House Armed Services Committee, she has questioned senior Navy, Army, and Air Force leaders about their plans to institute a right to repair policy in their contracts. Goodlander’s amendment, included in the House-passed NDAA, will bolster that effort. 
  • Require the Pentagon to complete a clean audit, an essential step for any organization that depends upon the public’s trust, and the Department of Defense is no exception.

  • Investing in the next generation of defense systems. 
    • Allocate $816 million for the Virginia-class submarine program, which gets safe overhaul, repair, and modernization at Portsmouth Naval Shipyard.
    • Allocate $3.928 billion for the new Columbia-class submarine program, which will also get repairs at Portsmouth Naval Shipyard. 
    • Increase the funding allocated for the Compass Call Program by $60 million, an airborne tactical weapon system whose ecosystem runs through New Hampshire.
    • Allocate $351 million for the continued fielding of night vision systems, produced in New Hampshire.

Congresswoman Goodlander has dedicated her life to serving our state and our country. Before taking the oath to represent New Hampshire in the People’s House, Congresswoman Goodlander served as an intelligence officer in the United States Navy Reserve for over a decade.
